GIS mapping of South Goa municipalities to start soon, Infra News, ET Infra

PANAJI: The Goa State Urban Development Agency (GSUDA) has set in motion the process to conduct a geographical information system (GIS) mapping of all properties in urban areas of South Goa.

GSUDA member secretary Gurudas Pilarnekar said that the government will soon appoint an agency to conduct GIS mapping in South Goa district’s municipal areas — Canacona, Cuncolim, Sanguem, Curchorem-Cacora, Quepem, Mormugao and Margao.

“We have already floated a tender and once we finalise the agency we will seek financial approval from the government and thereafter the work on this project will begin,” he said.

The GSUDA said that the appointed agency will have to conduct a detailed survey of properties for the purpose of tax assessment, creation of property feature map layer which is to be integrated with One Goa Map/PM Gati Shakti applications and to generate Scanify QR code of properties for tax collection and management of solid waste. The estimated cost of this project is Rs 17 crore and the project completion timeline is 18 months.

During the monsoon session of the state assembly, urban development minister Vishwajit Rane had said that the GIS mapping was underway in North Goa and had assured to conduct the same exercise in South to examine revenue losses in municipal areas and plug leakages.

The GSUDA, through the services of the agency, aims to carry out a detailed door-to-door survey of each property, taking their approximate measurements, drawing their sketch diagram, computerisation of the data collected and tax assessment of properties on rateable/capital value-based tax assessment.

A unique property identification code (UPIC) will be provided to properties on the basis of the council, ward number, survey number/sub-division and house number. The work will involve a door-to-door survey of properties for collecting data information relevant to property tax assessment and other allied fields as needed by GSUDA and including coordinates of the property.

The agency will have to assist the GSUDA in preparation of database and computerisation of entire data for tax assessment, linking of property photographs and sketch diagrams with the property information, analysis of property record with the existing data.

The agency will also assist the GSUDA in tax assessment of the properties on capital value based taxation methods and other services related to properties.
