Master plan proposed for Margao 2nd time in decade, raises questions, ET Infra


MARGAO: The Goa State Urban Development Agency’s (GSUDA) proposal for a master plan for Margao has raised eyebrows as a similar exercise initiated in 2013-14 remains on paper.

Days before then chief minister Manohar Parrikar moved out of the state to take over the reins of the defence ministry, the government had decided to award the work of drawing a master plan for Margao to a Spain-based design firm. The groundwork for the planning process for Margao had also begun in earnest.

By October 2014, the engineers of the consultancy firm had paid four visits to Margao to understand the city’s developmental needs and provide inputs for the plan. The agency held interactions with various government authorities, like PWD (sewerage and water supply divisions), South Goa Planning and Development Authority (SGPDA), land survey department, traffic police, etc, over issues concerning Margao’s development.

The change of guard at the helm of the state’s affairs in November 2014 resulted in the state government relegating the master plan for Margao to the back burner.

Completion of the ring road project, finding solutions for bottlenecks on the eastern bypass highway at Nuvem, construction of a western bypass from Verna to Navelim, a transport terminus on the outskirts of the city, development of green areas, providing for recreation zones, cycling tracks, pedestrian streets, etc, were among the concepts that were being planned for the city under the project.

The Shadow Council for Margao has also raised apprehensions over the preparation of a master plan through the GSUDA. Architect Carlos Gracias questioned the need for a master plan when an Outline Development Plan (ODP) exists. “Law mandates the preparation of a Comprehensive Development Plan (CDP) and not another parallel plan,” he said.
