Project May Be Implemented In Ppp Mode, Infra News, ET Infra

CHANDIGARH: The MRTS for the Tricity is likely to be implemented under PPP (public private partnership) mode.

Rail India Technical and Economic Service (RITES) will explore the best suitable alternative for provisioning of the urban mass transit project or for some unbundled (smaller) components to seek central financial assistance. Private participation in operation and maintenance will also be explored.

In its detailed inception report submitted to the Chandigarh administration for preparation of Alternative Analysis Report (AAR) and Detailed Project Report (DPR), RITES lists major points like availability of land, current traffic, transport scenario, viable alternate routes, high density residential, commercial and traffic areas . Major aspects of AAR include cost effectiveness, besides financial, economic, social and environmental effects.

“Implementation options will be identified and discussed to arrive at the best suitable alternative. PPP model will also be explored for implementation as per the Metro Rail Policy, 2017. Private participation either for complete provisioning of urban mass transit project or for some unbundled components will form an essential requirement for all urban mass transit project proposals seeking central financial assistance. Private participation in operation and maintenance will also be explored . The indicative models of operation and maintenance (O&M) could be the cost and fee contract, gross cost contract and net cost contract. Based on available alternatives, the UT and state governments will decide project implementation options,” the inception report reads.Sources said since project cost would be a major aspect for all stakeholders like Chandigarh, Mohali and Panchkula, it is crucial to look for multiple practical options so that the most realistic one can be implemented on the ground. An official said that PPP mode could be considered to be in line with Central government guidelines.
