Report on quality of mobile telecommunications services released

Infrastructure indicators are part of the criteria to assess national competitiveness. 

The Ministry of Information and Communications aims to increase Vietnam’s Internet speed in order to get close to the service quality in developed countries.

The Telecommunications Department of the Ministry of Information & Communications on April 2 announced the quality of telephone and Internet access services of four local telecom service providers in the fourth quarter of 2020 and first quarter of 2021.

The Telecommunications Department of the Ministry of Information & Communications on April 2 announced the quality of telephone and Internet access services of four local telecom service providers – MobiFone, VNPT, Viettel and Vietnamobile – in the fourth quarter of 2020 and first quarter of 2021.

To compile the report, the Telecommunications Department conducted measurements and tests of various technical and service indicators.

For mobile services, the measurement was conducted in Can Tho and Hau Giang provinces.

The results show that, in terms of radio availability, the rate measured at MobiFone is 100%, VNPT 99.99%, Viettel 100% and Vietnamobile 99.21%, which is higher than the standard (95%).

For the rate of dropped calls, it is 0.39% for MobiFone, VNPT 0.42%, Viettel 0.24%, Vietnamobile 0.09%, better than the standard (2%).

Regarding the rate of successfully established calls, it is 99.97% for MobiFone, VNPT 99.85%, Viettel 99.97%, Vietnamobile 100%, which is higher than the standard (98%).

For other parameters, all four telecom service providers meet or exceed standards.

For 3G Internet service, the measurement was performed in the two provinces of Tay Ninh and Binh Phuoc.

The results showed that the average download speeds of the four carriers are 15.57 Mbps for MobiFone, 12.25 Mbps for VNPT, 20.51 Mbps for Viettel, and 5.83 Mbps for Vietnamobile.

The average upload speeds are MobiFone – 2.61 Mbps, VNPT – 2.41 Mbps, Viettel – 3.69 Mbps, and Vietnamobile – 2.46 Mbps.

Regarding the availability of wireless networks, this rate measured at MobiFone is 99.3%, VNPT 99.58%, Viettel 99.8% and Vietnamobile 95.28%, which is higher than the standard (95%).

For the dropped transmission rate and the service access failure rate, the test results of all four carriers are at 0%, better than the standard (5%).

According to the Telecommunications Department, the average “availability of wireless networks” of Vietnamobile (95.28%) meets the standards, but for Binh Phuoc alone, the rate is 93.87% compared to the standard of 95%.

The measurement of 4G Internet service was conducted in the two provinces of Thai Nguyen and Bac Ninh.

In Thai Nguyen, the average download speeds of the three carriers were MobiFone (34.79 Mbps), VNPT (26.19 Mbps), and Viettel (62.92 Mbps).

The average upload speeds were MobiFone (25.18 Mbps), VNPT (29.4 Mbps), and Viettel (24.31 Mbps).

Regarding the availability of wireless networks, the rate measured at MobiFone was 97.35%, VNPT 98.45%, Viettel 98.88%, higher than the standard (95%).

For the dropped transmission rate and the service access failure rate, the test results of all 3 carriers were at 0%, better than the standard (5%).

The test results in Bac Ninh showed that the average download speeds of the three carriers were MobiFone (37.01 Mbps), VNPT (23.3 Mbps), and Viettel (52.35 Mbps).

The average upload speeds were MobiFone (25.33 Mbps), VNPT (32.4 Mbps), and Viettel (24.22 Mbps).

Regarding the availability of wireless networks, the rate measured at MobiFone was 98.23%, VNPT 99.98%, Viettel 99.98%, higher than the standard (95).

For the dropped transmission rate and the service access failure rate, the test results of all 3 carriers were at 0%, better than the standard (5%).

Many carriers are afraid to invest in improving the quality of their infrastructure due to fear of high costs and the assumption that customers are already satisfied with their services.

Mr. Le Van Tuan, Deputy Director of the Telecommunications Department, said that the mobile Internet speed in Vietnam is still lower than the world average. Infrastructure indicators are one of the criteria to assess national competitiveness.

Therefore, operators need to optimize the quality of their services. Based on the test results of the Telecommunications Department, they need to discover the technical reasons in order to improve network quality.

Tuan also suggested that the network operators publicize the average Internet access speed before April 15.
