Show cause notices to cement plant in Himachal for environment norm violation

Shimla, Jan 17 (PTI) The Himachal Pradesh State Pollution Control Board (HPSPCB) has issued show cause notices under the Air (Prevention & Control of Pollution) Act, 1981 to Ultratech Cement Plant, Baga in Solan district for allegedly violating anti-pollution norms.
“The results of stack emission monitoring of the unit of Ultratech Cement Plant, Baga conducted last year did not conform to the prescribed standards following which notices were issued to the unit to take corrective measures for smooth operation to ensure compliance of environment standards,” the board said here in a statement.
“Earlier, the results of stack emission monitoring of the unit carried out at cement mill, raw mill and coal mill were found above the prescribed norms and action was initiated under various sections of the Act for violation of stack emission against the unit as well. The unit was given several opportunities, but it failed to comply with the directions,” an HPSPCB spokesperson was quoted as saying in the statement.
The National Green Tribunal (NGT) has directed SPCBs to levy and recover environmental compensation from violating units.
Now the HPSPCB has sought reply from the unit within 15 days as to why penal action should not be initiated against it and why environmental compensation should not be imposed in accordance with the NGT directions, the spokesperson said.
He said the provisions of the Act attract fine up to Rs 10,000 and imprisonment up to seven years or both.
In another case, ambient air and stack emission monitoring of Ultratech Cement Plant, Baga was conducted to check emissions and the result of ambient air and stack emission was not conforming to prescribed environmental standards, the HPSPCB spokesperson said.
A show cause notice was issued for the non-compliance on the shortcomings. The unit was once again inspected for not arranging a water-sprinkling system in the plant area and dust emission was observed due to vehicle movement, he said in the statement.
