Teachers’ Finland trip: Delhi CM Arvind Kejriwal leads march to LG VK Saxena’s house | Delhi News

NEW DELHI: The power tussle between the AAP government and the LG spilled over to the streets on Monday as chief minister Arvind Kejriwal led his ministers, MLAs and party workers to Raj Niwas, demanding immediate approval to the government’s proposal to send 30 teachers for special training in Finland, only to be stopped by the police a few hundred metres away.
Alleging that the LG had rejected the proposal, the AAP functionaries and workers shouted slogans and demanded to meet the LG.
While Saxena agreed to meet Kejriwal and his deputy Sisodia, the CM rejected the offer, saying they won’t meet alone and the LG should allow all MLAs to accompany them. Raj Niwas, meanwhile said, the LG had not rejected the file related to the training programme and any contrary statement was “misleading and mischievously motivated”.
Surrounded by a large number of policemen and amid slogan shouting from his party workers, Kejriwal said it was “regrettable” that the LG refused to meet the council of ministers and democratically elected MLAs. “We represent 2 crore people of Delhi. This is an insult to them. We are going back now and will decide our future strategy,” Kejriwal said.
Emphasising that the LG was bound by the aid and advice of the council of ministers and had no independent power to take decisions on transferred subjects, the protest started from the Delhi assembly itself where the first day of the proceedings of the house was in progress. Following frequent uproar on various issues, the house was adjourned for the entire day. The AAP functionaries then decided to march to Raj Niwas.
“Finland is widely regarded as the country with the best education system in the world. We were planning to send around 30 teachers to Finland for training, but the LG has rejected our proposal and told us to train them in India,” Kejriwal alleged.
“This is not right. Why does LG Sahib have a problem? A government elected by the people of Delhi wants to send government school teachers for training with the taxpayers’. Who is LG Sahib to stop the training? I was really disappointed to know that LG Sahib does not want the children of Delhi to get good education,” the chief minister said.
Rebutting Kejreiwal’s claims, Raj Niwas said that the LG had not rejected the government’s proposal. “It is reiterated that the LG has not rejected the proposal to conduct a training programme for the teachers in charge of primary classes in Finland. Any statement on the contrary is deliberately misleading and mischievously motivated,” the LG office said in a statement.
“The government has been advised to evaluate the proposal in totality and record the cost-benefit analysis in terms of impact on quality of education being provided to students so as to assess the effectiveness of various foreign training programmes for teachers undertaken in the past. The LG has also advised for examining and identifying similar training programmes in the Institutions of Excellence, within the country, so as to ensure optimal utilisation of resources, fiscal prudence and administrative effectiveness,” it further added.
Kejriwal, however, alleged that the LG’s actions suggested that he did not respect the Supreme Court’s ruling and his attitude was detrimental to the principles of democracy and the Constitution.
“The Supreme Court, in its judgment on July 4, 2018, clearly stated that the lieutenant governor of Delhi does not have the power to make decisions on his own. He is still preventing teachers from going to Finland for training,” Kejriwal said.
Reiterating his allegations levelled after his Friday meeting that LG had termed the SC judgments on division of power merely as “advice”, Kejriwal said Saxena should know that Supreme Court orders were binding. Raj Niwas had accused Kejriwal of attributing LG “misleading, patently false and fabricated” statements, “twisted” to suit a particular agenda.
Kejiwal also accused the LG of creating hurdles in various AAP government’s initiatives, including Yoga classes, mohalla clinics and cleaning of the Yamuna by stopping payments. “We will not accept a government where one person holds all the power. The power should be with the elected government. We will fight for our rights and the rights of the people of Delhi,” the CM said.
