Time for Xi to cement legacy

President Xi Jinping is in a strong position for a precedent-setting third term, and he could be named The People’s Leader in China’s 20th Party Congress starting on October 16 in Beijing.

Xi, 69, is expected to secure a third leadership term as the Chinese Communist Party’s general secretary and chairman of the Central Military Commission as some 2,300 party representatives attend the one-week closed-door Congress meeting for selecting the leadership.

He is expected to continue to serve as president of the People’s Republic of China in the National People’s Congress following a move in 2018 to eliminate the two-term limit. So Xi could be in power for at least 15 years or even longer after taking office in 2012.

On Xi being given the title of People’s Leader, that would follow Mao Zedong being The Great Leader and Hua Guofeng The Wise Leader.

The People’s Leader title has often appeared or been heard lately.

In July, broadcaster CCTV launched a section called “The People’s Leader Xi Jinping” on its website to recall the past 10 years of his administration.

Qu Qingshan, head of the Institute of Party History and Literature of the CCP Central Committee, also described Xi as “the party’s leader and the leader of the Chinese people.”

Political analysts believe that Xi’s status will be further enhanced in the congress, as the party’s constitution is expected to be altered with a number of new ideas, thoughts and strategies added, including “The Two Establishments” – a phrase that means the party establishes Xi as its core and his ideas as guiding principles.

Christopher Johnson, a senior fellow on Chinese politics at the Asia Society Policy Institute’s Center for China Analysis based in New York, wrote an article last month to say: “Xi’s third-term gambit leaves him in a much stronger position to dictate outcomes than his two immediate predecessors, Jiang Zemin and Hu Jintao.”

Chang Wu-ueh, professor of China studies at Tamkang University in Taiwan, said there was no doubt about Xi’s incumbency at the congress as he already has a solid foundation to his power.

He said the third historical resolution has cemented Xi’s power as the first and second historical resolutions confirmed the long-term leadership of Mao and Deng Xiaoping and the routes and directions adopted by the CCP.

Chang also said the third historical resolution by CCP passed in November has established the necessity for Xi’s long-term administration as the resolution states “many unfinished great things that [the administration] wanted to do have been achieved.”

A possible successor has to serve in positions including as a member of the Politburo Standing Committee and executive secretary of the secretariat of the CCP, vice president and vice chair of the Central Military Commission.
