Developer submits application for oil and gas drilling in east Loveland – Loveland Reporter-Herald

A company affiliated with the McWhinney Real Estate Services Inc. company has filed a formal application with the city to drill an oil and gas well pad in east Loveland.

MRG, LLC submitted the application on Friday. It will be available for public review and comment at lovgov.org/Oilandgas through Jan. 16.

If approved, the proposed well-pad and production facility will be located west of Larimer County Road 3, and north of U.S. 34, near the new Kinston development, which is also affiliated with McWhinney

According to a presentation by MRG representatives at a neighborhood meeting on Nov. 9, the site will house 15 wells, drilled a mile underground and extending 7,900 feet to the west, under the interstate.

The total area of disturbance from the project will be approximately 13 acres during the anticipated 90 days of construction, but that falls to 5.2 acres disturbed after reclamation.

The site will be screened from view while construction is ongoing, and later a berm and permanent landscaping will be installed to further conceal the site.

In March, MRG filed a letter of intent to develop the County Road 3 site for oil and gas, along with another site south of Loveland, near County Road 20. To date, just one application has been filed.

According to a city press release, the application meets the requirements for its “Track 2” review process for oil and gas development, which doesn’t require a hearing before the planning commission.

Rather, the application will undergo strict review by a team from the current planning, building, transportation, development services, power, waste/wastewater, stormwater and economic development departments and the Loveland Fire Rescue Authority. Third-party experts might also be called on for assistance, if needed.

The city’s development director has final authority to approve or deny the application.

MRG conducted a virtual neighborhood meeting about the project on Nov. 9, as a requirement of the “Track 2” review process.

The project is currently under review by the Colorado Oil and Gas Conservation Commission (COGCC), another city requirement. Public comment is open there on the MRG application through Dec. 24.
