KOLKATA: The state government on Thursday said that all colleges will need to inform the state higher education department about all fests and cultural events being held by them. State education minister Bratya Basu said, “The Nazrul Mancha incident is unfortunate. It is undesirable. From now on the state will keep an eye on college fests. ”
Police have started seeking undertakings from organisers on the turnout and on number of passes issued. The organisers have been asked to keep their own guards for crowd management and ensure for medical units and facilities on standby. Police on Thursday took one such undertaking from Calcutta Institute of Engineering and Management that will organise their fest at Nazrul Mancha on Friday.
In a related development, the sports department has asked Surendranath College to “defer” their fest scheduled on June 8 at the Netaji Indoor Stadium. The information reached the college on Thursday after they had printed out passes which mentioned Mumbai singers Sunidhi Chauhan and Jubin Nautiyal will be part of the programme. The sports department has cursory told the college an unscheduled state programme must be accommodated on the same day at that venue.
The 2,480-seater Nazrul Mancha had undergone renovations last year with upgraded AC and acoustic system. An internal probe by the KMDA indicated that there was no fault with the air-conditioners, but two entrance doors needed repairs along with some damaged seats. Over 7,000 people had tried to enter Nazrul Mancha during KK’s concert on Tuesday night. “Unlike suggestions, the ACs are fine. The cool air could have been let off due to the open entrances. The fire extinguishers were used before the event started. All repairs are being undertaken immediately,” an official said.
KMDA indicated it will add more stringent clauses while allowing permission to any event or concert at Nazrul Mancha. “Now, there are clauses before giving permission which disallow organisers to let more people in than the seating capacity. It asks organisers to bring in generators if more electrical load is needed. Apart from this, nod from the police and KMC is also required,” said an official.
Nazrul Mancha security guards have been asked to keep an eye on the crowd and inform cops if there is any crowding. KMDA will also ask organisers to arrange for a medical unit or an ambulance on standby during events.
It has also been mooted that student programmes be disallowed at Nazrul Mancha as it becomes difficult for cops to use force to disperse students if there is crowding. “No decision has been taken yet,” an officer said. Joint CP (HQ) Subhankar Sinha Sarkar said they will increase cops’ presence at Nazrul Mancha substantially.
