The Biden administration announced that it would “revise” regulations pertaining to renewable energy on public lands — a move that could make conditions more favorable for wind and solar development. The Bureau of Land Management (BLM), which is part of the Interior Department, is seeking input as it plans to formally propose a new rule early next year, which could offer reduced rent and fees for solar and wind projects. The proposal could also extend rights of way, beyond 30 years, for solar and wind projects.

The California Independent System Operator (CAISO) is seeing signs of the storage resources market’s ability to shift energy between different times of the day, as the state begins to deploy more and more energy storage systems, a representative for the grid operator said at a regulatory meeting on Monday. Last year, CAISO had around 550 MW of storage on its system; today, that number has grown to a little over 1,500 MW, and is expected to top 3,000 MW by the end of the year, Gabe Murtaugh, CAISO’s storage sector manager said at the California Energy Commission workshop.

The Los Angeles City Council voted this Wednesday to have the Department of Water and Power transition to 100% renewable energy by 2035, as well as develop a long-term hiring plan for nearly 10,000 “green” jobs. The 2035 deadline is a decade earlier than the city’s previous goal.
The San Diego Union-Tribune – August 31
The San Diego County Board of Supervisors voted on Tuesday to join the larger of two local community choice aggregation programs to serve as an alternative to San Diego Gas & Electric when it comes to purchasing energy contracts. The board selected San Diego Community Power — a community choice aggregation program, or CCA, made up of the cities of San Diego, Chula Vista, La Mesa, Encinitas, and Imperial Beach — over the Clean Energy Alliance that buys power for customers in the North County cities of Del Mar, Solana Beach, and Carlsbad.
San Francisco Chronicle – August 24
Cruise, the San Francisco autonomous car company backed by General Motors, is launching a new initiative to support renewable energy efforts in the Central Valley. Through a program called Farm to Fleet, Cruise will source solar power for its all-electric fleet from two farms: Sundale Vineyards outside Tulare and Moonlight Companies in Reedley (Fresno County).

Casper Star Tribune – August 24
Rocky Mountain Power has officially completed its Energy Vision 2020 initiative, more than doubling the electric utility’s existing wind energy generation capacity. The initiative includes four new Wyoming wind projects, with a combined capacity of 1,150 MW. The expanded wind capacity impacts all six states served by Rocky Mountain Power’s parent company, PacifiCorp, including California.
PV-Tech – September 1
Renewables asset manager Arevon Energy has chosen Nextracker to provide its NX Horizon trackers for a 1.5-GW portfolio of seven solar projects across Indiana and Nevada. The trackers will be deployed at five solar projects in Indiana ranging from 150 MW to 300 MW as well as two in Nevada with capacities of 232 MW and 250 MW.
